The 2007 Toyota RAV4 has more NHTSA complaints than any other RAV4 model year: 999 as of October 24, 2026. The 2019 is a close second at 904, then the 2006 at 702 and the 2020 at 649. Those four years come from two generations, and the complaints behind them are different: steering noise and oil burning on the older trucks, fuel filling and coolant on the newer ones.
These are raw counts across 9,561 complaints for the 1996 through 2026 model years. They aren't adjusted for how many of each year Toyota sold, and owners decide whether to file at all, so treat a high count as a prompt to check, nothing more.

Which RAV4 years have the most complaints?
| Model year | NHTSA complaints |
|---|---|
| 2007 | 999 |
| 2019 | 904 |
| 2006 | 702 |
| 2020 | 649 |
| 2008 | 574 |
| 2002 | 526 |
| 2021 | 408 |
| 2010 | 396 |
The chart has two big peaks and a smaller one. The big ones run from 2006 to 2008, the first three years of the third-generation RAV4, and 2019 to 2020, the first two years of the fifth generation. The smaller hump is the 2001 to 2003, with the 2002 at 526. In between, from 2011 through 2018, no year reaches 350.
What went wrong with the 2006 to 2008 RAV4?
On the 2007, Steering is named in 271 complaints and Engine in 234, the two biggest areas by a wide gap.
NHTSA's category labels are broad, so I searched the complaint narratives for words that repeat. Of the 2007's 999 complaints, 149 describe a clunk or a knock, and 166 mention the steering together with a shaft or the steering column. On the engine side, 104 describe the engine burning or consuming oil. The 2006 shows the same pattern at a smaller size: 136 of its 702 complaints mention a clunk or knock, and 61 describe oil burning.
A keyword count is rough. A narrative can mention oil without describing consumption, and some owners describe a problem without using the words I searched for. Still, 149 clunk reports on one model year is a lot.
Why does the 2019 RAV4 rank second?
Fuel System is named in 283 of the 2019's 904 complaints, more than any other area.
In the narratives, 182 complaints talk about filling the tank, and 74 say outright that the tank won't fill or can't be filled completely. That means less range per fill than the tank size suggests. A separate 166 complaints mention coolant. The 2019 also has 8 recall campaigns on file, among them 20V682000 for the fuel pump, filed in November 2020. That's a different problem from the filling complaints: a failing pump can stall the engine, it doesn't stop the tank from filling.
How many recall campaigns does the 2007 RAV4 have?
Fourteen, filed between 2009 and 2016.
Three of them, filed in 2012, 2013 and 2016, are for the rear suspension. Others cover the wiring that connects the driver's air bag through the steering column (filed under the inflator module), a separate air bag campaign, the accelerator pedal, power window switches, rear seat belts and the front seat heaters. A campaign covers the VINs Toyota listed, so a specific RAV4 may or may not be part of each one; NHTSA's recall lookup settles that for one vehicle.
Which RAV4 years have the fewest complaints?
Among years that have been on the road a while, 2013 through 2018 sit between 206 and 348. The 1996 through 2000 trucks have fewer still, but complaint filing was rarer then and far fewer of those RAV4s are still running.
The 2022 through 2026 sit between 42 and 177. That is partly time: a 2026 has had a year or less on the road. Compare a recent year against its own generation's first years at the same age, not against a 2007 with nearly two decades of reports behind it.
So which RAV4 years should you avoid?
The data points at two clusters. If you're looking at a 2007 or 2006, ask about oil consumption and steering noise, and check the oil level yourself before you buy; the 2008, from the same generation, is worth checking the same way. If it's a 2019, ask whether the tank fills to its stated capacity and look for coolant work in the service history. The 2020 shares its platform, so open its model-year page and see whether the same areas lead.
Before paying for any used RAV4, run its VIN through NHTSA's recall lookup. Once it's yours, RideTruth's garage watches it for new campaigns. If fuel economy matters too, the 2026 RAV4 ranks second in our best gas mileage SUV list.
